
New OwnersWelcome to Marina Bay. As you are a new owner, we would like to take this opportunity to welcome you to our community for all seasons. Now that you are a member of our community, we would encourage you to become involved in the various activities that take place in Marina Bay, along with joining the various groups and our board that help make Marina Bay what it is today. When you purchased your Marina Bay home, you should have received a copy of the Restrictive Covenants (includes Architectural Controls) for the community from your lawyer, along with a copy of the Encumbrance for Marina Bay Homeowners Association. You can download a copy of the current Marina Bay By-Laws, Marina Bay Rules and Regulations and Marina Bay Architectural Controls Amendments here. We encourage you to review all of this information as these documents provide the basis for our community and, especially if you plan on making any changes to your property, you need to be aware of all the details. The board of directors and various groups who arrange Marina Bay social functions are all volunteers from our community. Therefore, should you see areas of Marina Bay that you think can be improved upon, you should indicate those areas and volunteer to help as there never seems to be enough hands to accomplish all that can be done here. If you have questions, want to know more about our community or wish to volunteer, you may contact one of the board members from the contact list. Socially, Marina Bay throughout the year has various functions that range from paddle boat races to a golf tournament. There are also various work bees to look after our common area grounds and marina. Different forms of notification are used to communicate these events. Find out more about the Marina Bay social events. As a new member to our community, we are providing the following information so you can be better informed.
Why Marina Bay has yearly duesThe dues are used for various purposes, primarily the maintenance of the community common assets (common grounds, tennis court, clubhouse, storage compound and marina). The yearly fee is assessed against every Marina Bay home. The invoice is mailed out to your address of record and return is due by the end of February to our property manager, Sim & Thorne Property Management in Red Deer. Note that a $100 late charge is applied to any late fees so it is in your best interest to ensure they are paid on time. As many of our mailings are time-sensitive, it is your responsibility to notify Sim & Thorne of any address change so you don’t miss an opportunity to participate (i.e. boat slips, golf tournament, etc.) or incur a late fee. Use of facilitiesThe previous owner should have returned their Marina Bay common facility key to Sim & Thorne. This key unlocks the tennis court, the boat storage area, gate to the boat ramp and the gate to the docks. Eligible homeowners can obtain a key through Sim & Thorne (phone 403-347-0755) during regular office hours. A refundable deposit of $10 is required for the one key and a refundable deposit of $100 is required for the second key. If you lose a key, there is $200 non-refundable charge for the first replacement key and a $500 non-refundable charge for any subsequent lost key. The keys are the non-duplicate kind because the Marina Bay facilities are restricted to Marina Bay homeowners only. This is strictly enforced due to unneeded wear and tear to our facilities and restrictions of our liability insurance. What is involved to use the Yacht Club?The clubhouse is available to any eligible homeowner for personal use such as family functions and get-together's, but is not to be used by individual homeowners for business purposes. Note that since sound carries very easily across the water, homeowners and their guests are expected to respect other Marina Bay residents by controlling any enthusiasm and noise. Use of the clubhouse is free with a $500 deposit which can be returned if the clubhouse is left in the condition in which it is found. What are the rules on use of common facilities such as tennis courts and boat ramp?The tennis courts are on a first-come, first-served basis and can be used by owners and their guests. It is appreciated by all that use it that the time spent is reasonable if others are waiting. The boat launch is only for the use of owners due to insurance reasons and Marina Bay reserves the rights to deny future privileges to those that don’t follow this rule. As a caution note: the boat ramp is very slippery in the summer due to algae growth so please be careful. How is a boat slip obtained?Only homeowner watercraft may use the Marina and boat ramp. The yearly fee invoice is mailed early in the New Year and your slip fee MUST be returned by the due date for a slip to available to you for the summer season. Homeowner boat registration must also be provided before a slip is allocated. Each eligible homeowner is entitled to one slip and some extras may be leased to Sylvan Lake Sailing Club. If you have purchased your home after the due date, you may contact Sim & Thorne to check slip availability for the current season. Boat slips do not belong to a homeowner or a particular home. Departing owners must relinquish their slip and existing owners who have requested a change are first in line for these slips. New owners are guaranteed a slip but not any particular one. The harbormaster attempts to give everyone their choice, but is restricted sometimes due to existing owners requests or for safety reasons. All watercraft must be registered with the harbor master and clearly show a Marina Bay sticker indicating its registration number or name with its slip number. Stickers may be picked up by eligible homeowners from the Harbor Master or designate. Boat Storage CompoundBoats and personal watercraft trailers may use the storage compound on a first-come, first-served basis, one trailer per property. Please note that due to space restrictions, at the owner’s cost the Association may remove other items (year-round) if placed for storage in the compound. If you have other recreational items requiring storage, you can contact any of the storage facilities in Town or check the Marina Bay Bulletin Board located at the lower entrance to the Yacht Club for alternate location information. When is the Marina Bay Homeowners Association Annual General Meeting (“AGM”)?The AGM is generally held on the Saturday of the long weekend in May. Each homeowner is requested to attend so that the business of our community can be discussed and any necessary by-law changes made. The Notice of Meeting is sent to the homeowner address of record sometime in April. After the AGM, homeowners and their guests are invited to attend a free supper social. Are there any restrictions regarding pets?No, family pets are welcome as long as they are kept within your own yard if they’re not leashed (Town of Sylvan Lake By-Law 1160-98) and you clean up after them. See Marina Bay Rules and Regulations. Architecturally controlled communityAs Marina Bay is an architecturally controlled community, any development not within the confines of walls must be approved. This means any additions to homes, change of approved construction material and/or landscaping, including changes to decks and railings, must be approved by the Homes and Construction Committee. See contact list. Short-Term Rental of PropertyNot allowed. See Restrictive Covenant 2. Refuse and RecyclingTuesday is garbage pick-up day and the limit is three “units.” If you have more than three units, you can purchase stickers for $1 each from the Town office, place a sticker on each extra unit and put them out with your garbage for pick-up. If you are going to be putting out your garbage prior to Tuesday, so animals or birds can't open and scatter the contents, place your garbage in plastic or metal garbage cans and make arrangements with a neighbor to put your garbage cans back beside the house. Scattered garbage draws skunks and we certainly don't want any skunks living in our neighborhood or hibernating under decks or stairs. Sylvan Lake Water RestrictionsIn an effort to conserve water, protect the environment and delay the future expenses of an alternate water supply, The Town of Sylvan Lake initiated Mandatory Water Conservation that is in effect from May 1 to September 30 of each year. It is based on the odd/even watering system: even numbered houses may water on even numbered days and odd on odd numbered days. Watering is not permitted from noon until 7:00 p.m. on ANY day. By-law enforcement is involved in monitoring this program and we see them in our community on a regular basis.
